Fair Well Fishery Unveils Multi-Functional Seafarers’ Center at Qianzhen Fishing Port — A Milestone in People-Centered Industry Reform
Fair Well Fishery proudly announces the official opening of the Multi-Functional Seafarers’ Center at Qianzhen Fishing Port—a significant step forward in its long-term commitment to people-centered industry transformation and the sustainable development of Taiwan’s deep-sea fishing sector.
As a leader in deep-sea fisheries, Fair Well recognizes that the heart of the industry lies not only in advanced vessels and modern technologies, but in the thousands of hardworking crew members—many of whom come from overseas and form the backbone of daily operations at sea.
Qianzhen Fishing Port is Taiwan’s most vital base for deep-sea fishing, currently ranking first in both vessel tonnage and annual catch volume. Each year, more than 9,000 foreign crew members return to the port to offload catches and restock for the next voyage. However, limited infrastructure has long failed to meet the basic needs of seafarers—resulting in long wait times for showers, poor access to communication, and a lack of dedicated rest spaces.
“As operators, we asked ourselves—what more can we do for the people who make this industry possible?”
In response, and after years of planning, Fair Well partnered with central and local authorities to develop the Qianzhen Fishing Port Multi-Functional Seafarers’ Center—a space designed to improve the quality of life for deep-sea crew members during their time ashore.
Modern Amenities with a Human Touch
Officially inaugurated in June 2025, the center features a thoughtfully designed four-story complex:
1st Floor: Convenience store and food court
2nd Floor: Shower facilities, laundry rooms, recreational spaces including basketball and dance machines, billiards and table tennis tables, karaoke rooms, a prayer room, and free Wi-Fi
3rd–4th Floors: Hotel-style lodging with 60 double rooms and 4 quadruple rooms, offering comfortable accommodation for up to 136 people.
For us, this project represents more than just the completion of a new building—it marks a shift in industry mindset: from merely “using labor” to “respecting human rights,” and from focusing solely on “fishing efficiency” to embracing “people-centered sustainability.”
The inauguration ceremony was officiated by Vice Minister of Agriculture Chao-Chin Huang, Director-General of the Fisheries Agency Mao-Cheng Wang, and Kaohsiung Mayor Chi-Mai Chen. Representatives from the American Institute in Taiwan (Kaohsiung Branch) and various foreign offices in Taiwan also attended the event to offer their congratulations.
As President of Fair Well Fishery and concurrently the Director of the Kaohsiung District Fishermen’s Association, I-Mao Huang was invited to deliver remarks. He emphasized the company’s commitment to working hand-in-hand with other industry leaders to drive further reform—promoting human-centered care, creating a safe and dignified environment, and taking Taiwan’s deep-sea fishing industry to the next level.
On the day of the ceremony, four major industry associations—the Purse Seine Fishery Association, the Taiwan Squid and Pacific Saury Fisheries Exporters Association, the Tuna Fishery Association, and the Taiwan Tuna Longline Association—jointly signed an MOU with the hotel operations partner, K Ocean Hotel Group (逸泰集團). Together, they affirmed that the Seafarers’ Center is not merely a place of accommodation, but a powerful statement of Taiwan’s deep-sea fishing industry’s commitment to creating better working conditions for the migrant laborers who travel far from home to support the industry.
The Evolving Role and Responsibility of Vessel Owners
As a fishing vessel operator, Fair Well Fishery has in recent years invested significant effort into upgrading both the hardware and software of its fleet to improve the working and living conditions of its crew. Key initiatives include:
